National Education: AAPEE-CI's plea for a special fund for schools
In this statement, the Autonomous Association of Parents and Students of Côte d'Ivoire (AAPEE-CI) calls on the State to establish a special fund for schools. According to this organization, this fund will help resolve many of the problems hindering the proper functioning of Ivorian schools.
As the State undertakes ambitious economic reforms and explores new mechanisms for financing development, the question of sustainable education funding remains central. Indeed, no economic transformation program can produce lasting results without massive and structured investment in human capital. However, the Ivorian education system faces persistent challenges: insufficient public school infrastructure, large class sizes, increased teacher training needs, and regional inequalities stemming from the crisis of the 1980s. These difficulties call for a structural and sustainable response. In this context, the creation of a special fund for schools, proposed by AAPEE-CI in a plea addressed to the Ministry of National Education in July 2025, appears as a strategic instrument that would guarantee adequate, stable, targeted, and transparent funding for the education sector.
I. EDUCATION FUNDING STILL UNSTABLE.
Education funding relies primarily on the state budget, which is subject to numerous constraints. This situation leads to:
- delays in the construction of public school infrastructure
- delays in releasing funds to ensure the proper functioning of school structures (subsidies, shares of online registrations, state budget);
- Insufficient classrooms to meet the growing student population;
- difficulties in the initial and continuing training of teachers;
- a lack of modern teaching equipment;
- increased financial pressure on families.
A special fund for schools would secure dedicated resources, independent of annual budget fluctuations.
